HHO has quite a history. It is used today as a welding fuel, in lime torches, and it was a preferred light source in pre-incandescent light-bulb lanterns.  

Electrolysing HHO from water takes alternating positively and negatively charged stainless steel plates, tap or distilled water, a catalyst (salt or baking soda preferred) and an electical current - provided here by any typical alternator. Well - there don't appear to be many "credible" accounts other than a detailed explanation of HHO in the International Journal of Hydrogen Energy (1996). Popular Science is reported to be testing these devices but haven't yet published their findings and auto manufacturers are reported to be looking at it seriously as well.
